Political Career

the municipal mayor of Sabangan in 2001. He was re-elected in 2004, making him
serve until 2007. Under his leadership in 2004, Sabangan was regarded as the
“Most Outstanding Municipality” in the country.
Before he made his attempt for a Congress
seat, his leadership was challenged when his uncle and reigning Congressman of
the province Victor Dominguez supported the demolition of an Anglican chapel in
Sabangan. In the 2007 election, his uncle won despite the call of the Anglican
Church to support Jupiter.
In 2010, Dominguez again ran for Congress but
former Mountain Province governor Maximo Dalog won the position, with a
difference of 751 votes. His 2010 campaign advocacy was centered on education,
employment, environment and infrastructure development. He proposed for a
modification of the scholarship program in the province-run Mountain Province
